Skirms should be an infantry unit with a rechargeable ability to throw javelin and the same bonus vs archers like huscarls.
I think the composite bowmen would barely win because it completely ignores the 9 pierce armor
But Imperial Skirnisher has total 8 attack plus 5 bonus damage.
