In question 1 burhi gandak is the tributary of Gandak River and Gandak River is a tributary of Ganga river....but this is so specific ....only students preparing for BPSC can mark it correct.

And money bill is a type of financial bill so all the money bill are financial bill but all financial bills are not money bill.
And joint sitting is allowed for financial bills expect money bill. Hence option (b) is correct by UPSC

But to some extent we can balance it with static.
At least 25-30 questions were from basic Static Knowledge.
And cut off was just 75.
So it was tough but doable.
