He's looking at the windows as Northern Ireland still has a LOT of paramilitaries(despite the peace accords), so he's basically looking for barrels poking out of windows as the contretemps the police are responding to may well be a set-up. If you listen to various conversations,'they' keep saying this area is double O B (Out Of Bounds), thats why he keeps saying "this is all a setup" "this is not real". No one is intervening as everyone(nearly?) keeps themselves to themselves in NI as you never know when a situation may well develop into mass violence or rioting If I remember correctly Angela was a person taken under the female officers wing (she [the female police officer] used to be a social worker so tends to have a bit of a warm and fuzzy approach) the micintyres saw a chance to 'get one over' on the police so turned up mob handed.. That is the trouble with commenting on a single episode of a drama show that is FULL of continuing stories. The show is "Blue Lights"(a drama not a comedy) it's about the Police Service of Northern Ireland (the PSNI not the Nortern Irish Police Service as this would probably lead to jokes about how"he was held by the NIPS"). The PSNI officers routinelly carry firearms as even though NI is part of the UK it is considered a special case. Aside:- I like the wee 'Captain Scarlett hats' the female officers wear
Maybe, just maybe bother to actually sit down and watch the series from the start before reacting to a part you've not seen you'll be then able to understand and add context
You should check out The Responder starring Martin Freeman.

This - why react to a random clip of a show that sounds like it could be high tension without getting any context
You should have a look at
