Yes, I think so
That does not sound like it’s engine speed is revving for 540 PTO speed. Is it running on a 1000 shaft? If so then it’s power and torque is great for a 90hp tractor 👍🏻
PTO at 540 for mowing and baling but tedding and raking I tend to adjust the revs according to the crop.
