It can also mean it's not worth wasting a tear since the relationship never happened in the first place (as hinted by the lyrics). I think it's a post-realization thing when "I (you) realized that I'm (you are) much too late" and the opportunity for a relationship has passed and it's now forever out of reach. In a way, this song is kinda like the saying "Don't cry over spilt milk."
Based from the lyrics, this was probably about two people who secretly liked each other but were too scared ("I run away") to admit it and just saving their tears for another day (person).
