I wd say Goa for the obvious reasons, during the upcoming months Goa will host the shigmo festival. In addition u can find a mix of Indian and foreign cultures there, with clubs especially for foreigners by foreigners. So it may make u feel more comfortable, then there is delicious sea food, pristine beaches, old monuments and churches that resembles the history of India and other foreign powers. So definitely Goa should be the ground zero thats what I feel.
