Yup! This is a very early whelen rotational model, and used a collector rings assembly similar to the Rotational Alertronics and Siratone EOWS series. Whelen later switched to the direct wire models which needed to oscillate back and fourth to prevent the wires from snapping since there were no collector rings.
KidCrazer14 if Whelen wanted to they could put a collector ring assembly in their sirens but it would cost more and Whelen sirens are known for being affordable

from what I've been told they removed them because the collector rings messed with the speaker drivers or something along those lines. still wish that whelen had collector rings but to be fair without collector rings they're easier to fix and the collector rings when dirty won't mess up the sound of the siren.kinda like on a thunderbolt when the collector rings are dirty and the chopper is a lower pitch.
Why didn't the city go with a Vortex 04 rather then a Vortex 01 as it is out in the Country and more people would be warned is the whole system that quiet like this Siren
This siren covers a small corner of the city and a beach. The VortexO1 covers the downtown area. The 3000 covers the majority of town, and can be heard clearly from here
I would estimate from the 80s just like its sister to the north, a 3000. Both this and the 3000's have 560hz digital front panel upgrades, so I am thinking at whatever point the V01/WS281 was installed, probably in the early 2000's, the 3000 and 2000R recieved these upgrades to make the system more uniform.
This siren, although one of Whelen's earliest models looks so damn cool. I would love to see a modern remake of this.

Yes that sounds about right. Direct wire is also more reliable and better on the electronics

collector rings do not last well thats why whelen switch to direct wire wich lasts longer and is lest costly over collector rings
