I am new to this topic so correct me if I am wrong but hiring a customs broker to import goods is not required by law. 19 CFR 111.2 (a)(2)(i) "A customs broker license is not required for one's own account. An importer or exporter transacting customs business solely on his own account and in no sense on behalf of another is not required to be licensed..." and 19 CFR 111.29(b) says a broker must notify the importer at least once per year that they can pay customs directly. I am a new self-importer (individual) and I have obtained an IR and I can now access the ACE Portal, so I will "self-file" the ISF into the ACE Portal prior to the vessel leaving port. I will be picking up the shipment of machines myself (coming from China) at the Chicago port and it will be an Informal Shipment (under $2500 & no bond). On your Steps 8 & 9, specifically what documents need to be filed with the CBP and how and when are they to be filed?

Hello, I have a shipment that is held up at the Port of Lisbon, Portugal, while in transit from China to the US, because the port wants me to produce a import license. I was not told that I would need an import license, and am being told that I need to pay $4100 in order to have the shipment released. I do not have that amount of money, so what can I do? How do I obtain a license?

He wants people to pay his company to broker in your behalf not teach you how to actually do it yourself and cut him out of the deal.
