Remember, it is all concrete with little airflow, probably gets hotter inside the prison. That really sucks, but it is very hard to feel bad for most of them.

Anyone who cant stay out of trouble go get in a car truck bus or van that has been sitting in the sun heat, they put a thermostat in a bus and it reached 160 degrees so if you open the windows it STAYS HOT! If you start the engine it takes until the complete darkness before the AC cools just a little. Low Temp will be 87 degrees tonight so jail will be 100 at 4am

NO,It's not. Many people in Las Vegas live with swamp colors, and less than 50 years ago sir conditioners were not standard in many homes in this area.
I don't have a lot of sympathy for prisoners but for human rights they need air conditioning. Why are they still using swam coolers when that mode of cooling is a waste of water?
It uses a very small amount of water and is more affordable than the ENORMOUS amount of electricity to cool the same amount of space. I live in Vegas, and part of my small (rental) is cooled using swamp coolers. I am not complaining.
