how do they figure mcfadden's time trial was impeded?

he left his hot lap tire on and didnt want to have to run that tire in the A-main, so being impeded seems like an excuse to put on a fresh right rear tire and get a 2nd shot at time trials...not that it mattered in the end, but i disagree with the decision to allow that.
