I don't think I could even describe my own face that well from memory lol
I feel like a good way to start would be to find a celebrity that you know that looks like the person you're trying to describe, and then use them as a base to build on, rather than try to build their face from scratch. Like for this guy I would start with Tywin Lannister, and then edit him from there

If I were to describe a suspect to a sketch artist, I would first ask them to sketch a celebrity, then have them alter this & that.
