Chaos and Giga Bowser are honestly not that strong. Not compared to what was used here anyway. Chaos is a alien child that was worshiped as a god, but is not loyal to Eggman, and was defeated by base Sonic while in his Perfect form. While Time Eater is a entity that turned all of time and space into a white void, and Eggman could actually control it. Giga Bowser is smaller then most of Bowser's giants forms. While Castle Bowser/Dreamy Bowser are reality controlling god forms
Not to mention Chaos was whole heartily owned by Super Sonic, unlike other final bosses which took extra effort or other outside means to defeat. And Giga Bowser has never really shown that many crazy feats in Smash anyway, making it difficult to scale him to someone like Tabuu.
I think you over estimate Giga Bowser and Chaos. Giga is just a slightly stronger and uglier version of base Bowser. Hell Meowser is way stronger. And Chaos got wrecked rather easily by Super Sonic. Also Chaos was never an Ally of Eggmans so he's not invited to this party.
