Lagos is disappearing, so they decided to build a wall around an integral area of the city, which would entail two things, first, the reclamation of all land lost, in the past 100 years, and two, protection for the city from further land loss. Eko Atlantic was just something that was adding in, after the fact. Originally, it was a beachfront, then it turned into an entire city.
