Ok so this definitely isn’t cell.
Even perfect Cell doesn’t have anything close to the regenerative abilities of Alucard who can basically instantly regenerate.
Cell also cannot shapeshift that’s oolong’s abilities and he’s not a Z fighter meaning cell doesn’t have his DNA to shapeshift.
Cell also can’t create weapons from his body…
A more accurate what if deku title would be: What if Deku had cell manipulation
With that it explains how he can regenerate like Alucard by manipulating his cells to undergo extreme mitosis leading to the instant regeneration of his tissue. Then by manipulating his cells he can “shapeshift” into different people. And by manipulating his cells again he can recreate things other animals have like claws or jellyfish stingers which basically acts as weapons.
