- Supreme Court ने EVM और VVPAT पर लंबे समय से चले आ रहे विवाद, बहस और सवाल पर पूर्ण विराम लगा दिया है। सुप्रीम कोर्ट ने कहा है कि अब बैलेट पेपर से चुनाव कराना तो संभव नहीं है। वो पुराने दिन थे जो बीत गए। सुप्रीम कोर्ट के इस फैसले से विपक्ष को तगड़ा झटका लगा है। हालांकि अदालत ने गड़बड़ियों को दूर करने के लिए चुनाव आयोग को कुछ सुझाव भी दिए हैं।

All EVMs of any Constituency and of any Polling Booth individually can be made function in pre-fixed manner after certain time or after Polling of cartain number of votes or for the period of pre-set time slot just by uploaing a Pre-programmed e-link which would be updated automatically into the EVM Contol unit at the time of performing the job of Symbol uploading into EVM Control Unit.
If you analyse the following mentioned points you will get authentic knowledge about the functioning of EVM Controlling Machines . EVM's can be made to function as per Pre-programmed instructions easily by single topmost person or a Single person from Authorised Agency of Election Commission Office without knowledge to any other associates and to sub-ordinates or to Election Officials.
(1) Even One-Time Programmable ICs Or Microprocessors ( MICRO CONTROLLER IS NOT AN APPROPRIATE TERM TO BE USED FOR MICROPROCESSOR) can be made to function in particular manner after polling of certain number of Votes .
(2) Each EVM Controller Machine has a MICROPROCESSOR , a Random Access Memory IC & a Read-On-Memory IC either as INTEGRATED MICROPROCESSOR or seperately one MICROPROCESSOR and one RAM and one ROM .
(3) Before helding the Elections All EVM Controller Units' have to be programmed with basic information of that particular Election in regard to :-
(A) Whether the Election is for Parliament
or whether it is for the State Assembly
or for Local Administration .
(B) Constituency Name
(C) Polling Station details & Booth Details
(D) Serial Number Identity of EVM Machine
(F) Polling Date
(G) Candidates Name and Serial Number
(H) Candidates Political Party Symbol
(J) Election Symbol of each Candidate
(4) Programming of Individual EVM Controller unit is tedious and time consuming job. So the Authorities entrust this job to Authorised Agency to create a Pre-Programmed e-link or Pre- Programmed Digital Patch for All EVM Controller Machine Constituency-wise and / or Poliing Booth-wise. Such Program Link being automatically uploaded within few minutes into EVM Controller Machine by connecting the EVM Controller Machine to Central Server specified by CEC Authorities through Internet at the time of Symbol Uploading.
(5) The manner in which VVPAT Machine has to functionand the manner in which EVM Controlling unit has to function at the time of polling votes at individual Polling Booth can be Pre-Programmed . And that Programme can be stored in non-readable , non-auditable format of e-link at the Central Server of the CEC. Such e-link with Pre-programmed permutations and combinations are made to get uploaded into the EVM Controlling Machine at the time of connecting the EVM Machine to the Central Server of CEC through Internet at the time of uploading the basic information of the Election details. In such e-link the program can be set in regard to how much seconds the VVPAT to display the Paper Trail . Whether the Paper Trail is to be visible for 7 Seconds or for 4 Seconds Or 2 seconds . During polling of votes the Voters don't remain vigilant to check the duration of display of VVPAT .
(6) The manipulations of EVMs being performed in large scale on selective Polling Stations in which most of the voters are less educated , in polling stations with less literacy rate and in polling stations where most of the voters who are less conscious of General Knowledge.
(6) Digital Link with pre-set formulas of permutations and combinations can be programmed beforehand and such pre-programmed instructions to EVM Controlling Machine can be created as e-Link which can be uploaded into EVM Machine when EVM is being updated with the Basic information such as Serial Number, Polling Date, Poliing Booth details Canditates Names, Candidates Political Party . No one can understand , identify & differentiate the 0 & 1 Electronic language of the Program link sent to Agents appointed by higher authorities. The local Level Election Commission Office can upload limited details into the EVM Controller Unit . In such Digital Link for each EVM the instructions can be programmed in regard to how EVM should function after Polling certain specific number of intial Votes .
(7) There is no procedure to audit or recheck such links with manipulated permutation & combinations .
(8) Certain Contestants presumed to be made to lose the Elections as the EVM's programmed beforehand to manipulate the votes as it was done in the year 2019 by margin of prefixed percentage of votes in Supaul Lok Sabha Constituency and Amethi Lok Sabha Constituency . Even dissent & opposing Candidates of ruling political party also made to lose the Elections through such manipulations .
(9) Because of pre-programmed instructions to the EVMs during 2019 General Elections 2 to 3 constituencies the independent candidate polled zero votes eventhough the family mambers & many freinds voted for those independent candidates.
