No, you can take it whenever you want. But you need 5 years of experience to get the certification.

Start with iso27001
no comparison. ISO27001 is an essay CISA is a novel
@sanghamitra, start with ISO27001. But don't spend too much time. Know what are clause 4-10 and controls. Then you move to CISA.
