How are commercial secrets handled with regards to inspections? If someone has a new and better method for enriching or reprocessing (or something else) maybe they don´t want to be open about it to potential competitors.
back in the 1970s Taiwan was trying to build a bomb. The IAEA inspected found nothing.....in reality They had secret sites making bomb materials right under the inspectors noses. It basically what the world is scared Iran is doing right now. The old "we are only going to use it for good" disguise.
