@@kaptainkittens583 I believe he's talking about unending despair (normally procs every 7 seconds), which is reduced by item haste.
I've been using rylai's & frozen heart for years on singed and heimer for the ez wins and lulz.

I would say rush Liandry’s almost every game, Riftmaker 2nd never feels bad, and I really, REALLY like Jak’Sho if you need to be tanky.
Full build of Liandry’s, Jak’Sho, Riftmaker, Rylai’s Crystal Scepter, your choice of 5th item (tanky or damage) and your choice of boots. This feels real good for most games I’ve played. Hope you have fun flingin’ fools, us old Singed players are back! :D

not as good because in combat ms is more important on singed and ingenious hunter helps the items that give that in combat ms, relentless is probably decent just not as good as the other 2
