That's because the JP audio for this scene was already recorded and this VA just did did an impression of the JP VA's performance, and it's a really good one. It's practically 1:1 to the original.

Adam Park in Power Rangers, Vash the Stampede, Yu Narukami, Guy Cecil, Hajime Hinata, and Lelouch are just some of his performances. Some of my friends have worked with him in the con scene before. Super chill guy, but also a bit of a diva. One of my favorite voice actors, really!

It's cringe but it's a lot less cringe than in the dub when Ryuji is all like "wOAH YuU SpEek JaPaNEEZ?!?!" Back when I played the dub I cracked up from how dumb he sounded
This reminds me of Yakuza 3's English side quest. You know what really would've made it challenging(for non-Japanese speakers)? Is if they made it Japanese in the English version and English in the Japanese version, it was so easy because it was like "Huh? How do I say this in English?" lol
It's definitely different, but still filled with hilarious sub stories. The combat is turned based which I do not prefer, but I still can't stop playing it because of RGG's excellent writing.
