Visitors in these buildings also do get exercise since they can't open the lift if it is locked off or they need to get picked up. It is totally strange so many historic lifts are still locked off here around. I also talked with several locals about that, many people don't like needing to pick up visitors as the lift is locked off.
Aha! I've been in östberga looking for lifts, the strange thing is that in those 1950-60's buildings there are not many lifts at all! In sweden there is a law if a house has over 3 floors i has to have a lift (if it is a house with different flats) and i've seen in some buildings like where i lived before the building had 4 floors but the 1st floor was 0,5 and second 1 and third 1,5 just so they didn't have to install a lift! The regulations are bad here...
+elevatorJach haha, the regulations are still pretty convenient in Sweden. In Germany and also in Denmark, you can find buildings with 5-6 stories and without elevator! This in fact also applies for most European countries... I found quite many elevators in Östberga, there are 50 of those blocks with four floors (ground floor included), these have got elevators. I made a big tour over there which you might have already seen...

The question is, if you live over the 5th floor can you take the lift and then access the staircase to the 7th floor?

if you live at the 4th floor i would still take the lift up.
