Ah... finally time to theorize again... Well, it already looks like a really tough nut to crack. Most of the stuff seems to have relations to Vipers AFOE. With this mysterious nation it somewhat implies that it seems to be Triton (as the flag of this country looks similiar to Tritons one, the symbol on it in particullar and Notirt is Triton backwards). I somewhat suspect that his reanimation might be a side effect of Xiphos using the pieces of twilight like Bassid warned him shortly before he did that (If I may quote: "And if the gods accept your wish, You know what is going to happen to the dead, right?). So somehow Triton got reanimated and was able to leave the dreamworld and now is exploiting his knowledge about this to destroy Viper.

Halley's Comet reappears near Earth abnormally in 2017, and a new civilization arrives on Earth. They are of an alien race who intend no harm. How will mankind react to this new intruder?

Here is a theory: This new villain is the revived Triton. After he managed to revive himself, he disguised himself as that empire. If you look closely, you will see that he has that white symbol Triton had. Also, he hates Voidviper, just like Triton.
What happened in AFOE? Last thing i remember is rjitella killing groye. Did he kill everyone on earth and that is why it is deserted and triton is a ghost?
Some nations still use the same system such as Algeria but it's simply a matter of choice. Some (like East Turkestan) would prefer to be protected by China's forces but remain as independent nation. Same thing for some nations in the Eurasian Union. While some do not need to be at all.
