I don't think that's true. I did this on Normal mode or you got unlucky with the spawn.
If i'll be active on December, i plan on replaying A6 polaris but on HARD mode.

there are times that bosses don't spawn at all, just reload the game and they should be there or there's a respawn time cooldown that prevents boss farming
