Pretty sure this isn’t perfected UI from what I understand. This is MUI, where he knows how to access the ability at will at full power. The problem is he still has to sort of focus on staying calm and such. True UI (What I think you’re talking about when you say perfected UI) is what Whis and the other angels are in. They can use UI at any time, even all the time, and never have to even think about it.
