For creo parametric 2.0, go inside the sheet metal environment and first you cut all the forms using extrude. Now you recreate the same feature inside the sheet metal environment and flatten the part.
It happens sometime. Flat pattern is just to calculate the overall size of the seat. If your sending your part for manufacturing, you must create the blank cut on your part.

I think you are very new to this field. Don't worry, I am here to help you. There are multiple 3D software available in the market and every organisation use there own. The file generated by these software has different file extension and it cannot be opened in different software. For example if you create a part in solidworks, you cannot open it in Creo. In such cases we convert this solidworks file in step or IGES format which is a neutral file. This file you can open in any software but it loose the model tree. That means you can open any neutral part just to visualise it. So this is STEP and IGES file format. Hope you will get the idea.

It means, your step file doesn't have uniform thickness all around. Try with another part.

Press and hold CTRL key for multi selection.

Why are you going for offset?

So i first create a surface in part and then going in sheetmetal and offset command
