When people build Lord Dom or any % armor pen/reduction onto Darius and they assume its 70%(cleaver) or 80% (dom) when its actually not. If that was the case then 80% armor pen would be disgustingly overpowered. Remember guys similar % effects are multiplicative. So if you had 200 armor, 40% off Darius will make them have 120 armor instead, and then if you include Dom it is then -40% of that 120 so its 72armor + whatever lethality you have, that is the armor your enemy will have against you. But if you were to Black Cleaver 30% armor reduction it would instead be 200 - 30% = 140 armor and then your passive of +40% armor pen so they would have an armor stat of 84 against you. (Reduction effect is a debuff so it benefits your entire team especially your ADC so if they use Dominiks it would be the same effect with 30% reduction then +40% ignore.)
I guess it's easier to understand now why Riot didn't want us to mix Cleaver and Last Whisper items on the same build, since they're on the similar spectrum of bypassing Armor around variable amounts, unlike Lethality being a flat amount.
Order of calculations Armor penetration and armor reduction are considered in the following order:[3] Armor reduction, flat Armor reduction, percentage Armor penetration, percentage Armor penetration, flat (Lethality) Base armor and bonus armor are calculated separately.
