    My family is paying $400+ on water in Washington state...and it's the worst water you can have! We can't even drink it! It's outrageous!

    A perfect example of why i don't EVER want to go to digital currency. Another point i want to mention is why doesn't Portland start going after people driving around with expired tags? The city is missing out on a boat load of money by not enforcing legal tags. I would guess these cars are not run through DEQ. they probably don't have insurance and won't pay tolls for the new bridge when they kick in.

      Car tag money is nothing compared to $531 million wasted on homeless "solutions" that don't work. Car insurance rates are ridiculously high just for basic liability coverage. DEQ and DMV are constantly raising their fees. Where does it end? Becoming Amish and return to horse & buggy?

    Debt Collector Ray Klein Settles Class Action for $2 Million. Debt collector wrongly wiped out an Oregon man's bank account. These are only 2 Headlines. There are addresses in Bend, Sprinield & Honolulu & a lawyer listed for complaints & class action suits against the company. Find yourselves a pro bono or commision lawyer to tell you your recourse.       we dont have a problem with them taking the money they wanted. We want to know why they cut off access to all our money above and beyond what they wanted for 4 weeks and 3 days when the money they wanted was there day 1. We also dont understand why they froze the bank accounts of family memebers who had nothing to do with the water bill and were only finacially connected to us in a limited way.

      This was too far in my opinion, I work in 3rd party collections and we absolutely can’t do this kind of stuff the CFPB would be at our door so fast that would be it. I also just think it’s morally wrong and I am so sad for you and your family.
      If your mom is on social security they can’t touch that money I don’t think, it might be worth a call and or email to your Attorney General office as well as the CFPB. They should not be allowed to cause harm to you by blocking your means to purchase food, gas to go to work and pay for housing. Just seems dirty to me I could be 100% wrong here but I would still reach out to the regulatory 🎉agencies for help and that is free !

We don’t have to be heartless I just don’t understand, I have managed a team of collectors for several years and I expect my employees to treat people with dignity and respect. This is just our job and debt collectors are going through the same thing the rest of America is going through and we don’t get special treatment.

    I respect the effort you put into each and every video that you post. Long term investors are in a good position for the final recovery since they know that the market and economy will eventually turn around. I'm doing really well individually, and I'll continue to work hard in this competitive industry. My portfolio is up 43% at the moment. As I progressively add more stocks, I'm going to step back and observe how everything plays out.

    I WORKED IN COLLECTIONS RUNNING THE LEGAL DEPARTMENT FOR 14 YEARS.......
    First thing I noticed is professionally manicured nails. What did that cost?
    Second off they received notice. The law says the collection agency must send it and give them 30 days to dispute it.
    If they got garnished they got served a summons and complaint also.
    These people aren't telling the whole story. They just put their head in the sand and ignored the letters.
    I used to collect for city of Vancouver water bills. I know exactly how this works.
    Read the FDCPA !!!!
    Those are the rules a third party collector must live by. That is what protects you from illegal collections.

      Hey asshole, you don't know what she does for work, some places require you to take care of your appearance to a certain standard. I had a friend who worked a retail job where they weren't allowed to wear the same outfit in a week and had to keep up with specific grooming standards. Regardless that's really not your business, she might do her own nails because she's not a useless POS like you. It sounds like they're taking care of parents and in laws on top of their own bills. How about you try not to be a hateful piece of shit for once in your life?

      my nails arent professionally manicured Im a nail student and do them myself. Pause and look closer you will see how janky and bad they are. It cost me maybe 1.50 to do them out of cheap student supplies. To dispute it cost a lot of money we didnt have. On the notice we have it has the list of prices to dispute it and we didnt have that much to dispute it. Our complaint is not them taking the money anyway. Our complaint is them holding all other money beyond what they wanted for 4 weeks and 3 days so we cant pay any other bills or buy food. Our complaint is also they froze accounts of people who arent us who are family but have nothing to do with this other than being connected to us. One of them my disabled mother in law who lives on a fixed income and in income based housing for veterans.

    why the h3ll doesn't the water bureau just tack on 1% of the delinquent bill ( on to the current bill) until it is paid off ? No they have to predatorily commit malicious harmful actions instead. Due to official incompetence and sheer wickedness and disregard for the poor or the innocent. This family didn't just walk away from a bill. They only owed half of it, the Landlord owed the rest. and it was in dispute .

      with portland water they send ray klien to ruin peoples lives. He is their attack dog. He is very aggressive and has a long history of aggressive debt collections on people even more vulnerable than me and my spouse. We made it through his 4 week 3 day long freeze of our bank but what about the person that got evicted and now lives paycheck to paycheck renting a room somewhere or couch surfing. If you freeze their account like this and sue them on their credit they will never rent again they cant eat. They can end up homeless. If they had held our accounts locked 8 weeks like they said might be possible we would have been in foreclosure and have to know the money they wanted was there from day 1 but we lost our home anyway because they took so long on the bank freeze. Even 4 weeks is wrecking our credit for years but at least we own our home.

    It makes sense that the city is selling their debt to be able to pay for the services that they provide however, the debt collectors are the ones that should be questioned on why they are garnishing money and freezing bank accounts. That should be illegal.

      When you say "asset" I assume you're talking about cashing your checks and storing it where exactly, under your mattress? That'll go well in criddler territory. They have other bills that are more than likely paid electronically. Unless you expect them to carry thousands of dollars to make multiple trips every month to each place they need to pay.

      we dont have a complaint with them taking the money our complaint is holding all our money above and beyond what they wanted for 4 weeks and 3 days causing us to miss much more bills even though the money they wanted was there day 1. Also they froze our relatives accounts that had nothing to do with this. That is the problem. Them taking the money never would have been a complaint.

      I am a nail tudent learning to do nails and this was maybe my 12th set of nails I have ever done. Im so grateful you think they look nice. They were done before our bank was frozen. I would have sold them but there isnt any market for ripped off used nails. Thanks for giving me confidence ill make it as a nail tech though.My complaint is that the money was there that they wanted on day 1 in the account they froze because we had a house payment saved that was nearly double what they were demanding. They froze all of our money above what they wanted and all future money from pay for 4 weeks and 3 days making us unable to pay an other bills or use any of our paychecks even though what they wanted was there. We are also upset they froze relatives accounts we had only sent money to or recieved money from in the past but were not even our accounts and had nothing to do with this bill. While I agree with you we made mistakes I dont agree we deserve that. Even if you dont like my nails being done it doesnt make that right.

    I have had dozens of renters just like this.
    Have been a landlord for decades and have dealt with this many times.
    People not paying their share of the water bill and then taking off leaving me holding their bag.
    They actually plan in advance to not pay the bill and just take a hit on their credit.
    Good for you Portland for getting paid!

      it was acutally our landolord who did not put the bill back in his name when we moved out haha. He kept it on in our name for an entire month after we moved out and we just happened to catch it before it was 2 or 3 months. Thats why the bill was being disputed. You have it backwards.

    Sorry to pour water on the pity party but right at the beginning they admitted they walked away from a water bill they owed as renters. What efforts did they make to get on a payment plan? Looking at their very nice home and the little 'tells' like the fancy manicure leads me to suspect that budgeting money for obligations may not come first before wants.

      well thank you so much for saying my manicure is fancy. Im actually a nail student just starting off and when they cammed in on my nails i was pretty scared the whole world was gonna make fun of me and make me believe I could never be a nail tech and instead everyone thinks my nails look so expensive. Im sure a nail tech who is seasoned at the craft wouldnt say they were worth any money but Its been a big confidence boost for everyone to say they look so expensive. Our home is not really that nice its just a basic home lower middle class built in the 70s and the first home we have ever owned. We are incredibly house poor for buying it already. We didnt just abandon the bill our landlord kept it on in his name for over a month. We did make efforts. We arent even upset or complaining they took the money. We had more than they wanted saved up to make a house payment on day 1 of the freeze. Our complaint is that they frooze all of our money above and beyond what they wanted and all future paychecks for 4 weeks and 3 days despite the money all being there day 1. We are also upset they froze relatives accounts that had only sent or recieved money from us in the past but had nothing to do with this debt.

    How about selling the debt to the CONSUMER at the cut rate of 20 cents on the dollar instead of to a collector company at 10 cents?
    If they're getting only 18% now it would be a step up for the city and many people would move heaven and earth to get such a deal.

    this is a fear mongering. This couple had opportunities to work at the bill by doing payments.
    When you ignore an issue like they did and expect empathy? i cannot. Especially when they said they would take their credit it. Literally tells the world they don't care to solve their problems and want someone to fight thei battles for them. Just a Hard NO. I'm done being gaslit by people who knowingly don't do what they should and want my empathy while I do without to for a better future.
    My family has been in similar situations and chose not to ignore the balance and worked with the utility until it was finally completed.

      we actually didnt have a chance to do payments when its your end water bill they don't do payment plans. They sent it to collections in less than two months and we did tell them that it was an issue with our lease saying we had to leave it on x amount of time for them to change it over and not to have utitiles just turned off to it and that it didn't get done. Yes we did miss it for 2-3 weeks and it stayed on in our names while they renovated the house. We went by there to pick up something and it dawned on us and we called the next day but by then its a month later. We were buying our first home and it wasn't a mallacious mistake it was just chaos at the time. The water company does not care. We did not get a chance to go file a small claims and prove what was ours and theirs before Ray Klien had it in his hands. We are not even upset they took what we owed them. We could take that hit as we did have it for our house payment on day one of their freeze. Our complaint is the freeze was being said by them to last 6 to 8 weeks it actually lasted 4 weeks 3 days. We had all they wanted day 1. I don't know many people who could survive 8 weeks of no access to money. That is not the same as just them getting what we owe back anymore. Think of all the implications of that beyond the bill money they wanted.That could be 2 months of missed bills to a whole lot more people. I lived there 4+ years and paid all my bills the whole time. This was one end water bill. Not all of me as a person.

      also the state of oregon said this shouldn't be allowed already but that law doesn't go into effect till January. The new law says you do have to leave people with some access to money for basic survival.

      pay the bill is fine. We agree we owe the bill. That is not our complaint. If they took the amount we owed and moved on we wouldnt be on the news. They froze all our money all our banking for 4 weeks and 3 days beyond what we owed. What we owed was there on day 1. If they had just taken it and moved on this wouldnt have been a complaint from us. Its the excessive bank freeze of all funds and future funds we are upset about. It was an end water bill at a place we lived 4 years and the landlord kept it on in our name a month. Our lease said we had to give him 14 days to move it over into his name. We let it slip 2 weeks beyond that before catching it. We were not acting in bad faith about it. We didnt avoid the problem and we did try to work with the city and debt collections before this story ever aired.

      The utility company has a legal right to get a court order to freeze your bank account.
      When you turn on this utility you agreed to make payments on time nothing is for free in your story you admitted to avoiding this commitment. The courts are here to protect people and companies from individuals like you.

    I remember when the State of Oregon tried to stay outside the California model. Courts opened the door to all of this. Oregon the gentle free , tolerant state.

    We can all fall on hard times - it can happen to anyone. If you are sent to collections - set up a payment plan. $20 a month. Anything. I've never heard of a collection agency dipping into someones bank account tho - that's new territory for me.

      We honestly would not have complained on the news if they had simply garnished some wages or just suddenly taken the amount out of our account. Our real complaint here is that they froze our account for 4 weeks and 3 days in the end. At the time of this story they were saying it was going to be 6-8 weeks. Yet we had the money in from day one because we were saving a house payment. They could have just taken that and left us alone. Causing a long bank freeze where we have no access to where our paychecks go and freezing relatives accounts we only help out sometimes and are connected to is brutal. If it had been 8 weeks my home would have been in foreclosure. At the time of this story filming that was what I was facing. I just now am able to make a payment and this was filmed on memorial day. It was too much. It was also our end water bill from moving out and the landlord did not move it over for a month we didn't catch it and he did renovations on our water bill so we were needing to dispute it in small claims court. We just didn't have the money to file at the time. The water company sent it to collections before we got a chance. We were sued within 2 months of owing it.

      @@lthud9576 im totally fine with them garnishing money from wages or even taking the money from us but thats no excuse to hold an account that has all the money you want from a person on day 1 for 4 weeks 3 days and hold relatives accounts that arent event theirs. Thats my only complaint here. At the time of this filming they were saying 6 to 8 weeks even when we called them. That is too long to cut off people from all their money when you are only entitled to some of what they have. Why would you even want to make it where they miss paying more bills for so long?

    This is EXACTLY why Ive always had a seperate bank account that is under a business, LLC registered elsewhere. Not 100% safe but generally small government entities cant trace you that far. Unless its the Federal government. 😅

    the city o fportland is so assinine. They bill EVERYONE for the arts tax, even people who do no t owe it. if they don' t get the "right response", they put it into collections and insist you owe them several years worth of the tax. when you never did. This is probably illegal and it's called fraudulent billing.

    Once your debt gets sold you are toast. The city needs a director that explains what you are risking by not paying. Limits? The laws are the way things work. If you get forgiveness it is a taxable income event. This is feckless news.

    Disability can't be held. Inform the bank and / or get a separate account that it goes into so that you will have access to at least that. Hold cash for anything else. Banks are not safe.

    Why would anyone ignore a utility bill to begin with….I notified the electric company when I moved out and made a payment plan once the final bill appeared….its just the right thing to do….😮 maybe then there wouldn’t be this kind of recourse….

      our previous landlord kept the bill in our name and ran it up remodeling after we moved out. We didnt ignore it we were disputing it and trying to take it to small claims court. I agree we should have just paid the bill and planned to fight the landlord who didnt put it back in his name for a month in small claims court later. I agree the bill was legally our responsibility. I agree with you even that they had a right to take the money for the bill. My complaint is not any of that. My complaint is that the money was there that they wanted on day 1 in the account they froze because we had a house payment saved that was nearly double what they were demanding. They froze all of our money above what they wanted and all future money from pay for 4 weeks and 3 days making us unable to pay an other bills or use any of our paychecks even though what they wanted was there. We are also upset they froze relatives accounts we had only sent money too or recieved money from in the past but were not even our accounts and had nothing to do with this bill. While I agree with you we made mistakes I dont agree we deserve that.

I don't feel sorry for people who don't even do bare minimum. they're FREE! Ignorance is not a defense these days.       we actually didnt not ignore it at all. It is more complicated than that. They sent it to collections in less than two months and we did tell them that it was an issue with our lease saying we had to leave it on x amount of time for them to change it over and not to have utitiles just turned off to it and that it didn't get done. Yes we did miss it for 2-3 weeks and it stayed on in our names while they renovated the house. We went by there to pick up something and it dawned on us and we called the next day but by then its a month later. We were buying our first home and it wasn't a mallacious mistake it was just chaos at the time. The water company does not care. We did not get a chance to go file a small claims and prove what was ours and theirs before Ray Klien had it in his hands. We are not even upset they took what we owed them. We could take that hit as we did have it for our house payment on day one of their freeze. Our complaint is the freeze was being said by them to last 6 to 8 weeks it actually lasted 4 weeks 3 days. We had all they wanted day 1. I don't know many people who could survive 8 weeks of no access to money. That is not the same as just them getting what we owe back anymore. Think of all the implications of that beyond the bill money they wanted.That could be 2 months of missed bills to a whole lot more people. I lived there 4+ years and paid all my bills the whole time. This was one end water bill. Not all of me as a person.

      and also come january the state of Oregon has already passed laws saying a total freeze of all money on people is not legal anymore. They just did this to me while they still can.

      @@jenniferdewitt7511 that’s true….I was wrong to jump to conclusions….Kind of in a way it was crazy that a utility company can freeze your bank account …and honestly there are probably many customers that owe way more than that and nothing happens to them…..I can’t remember if I had automatic withdrawals for my account …..I don’t think I did….but it’s been over a year since I moved….its crazy out there with the kind of control these companies keep doing….🙁

    I moved the year Portland implemented The Arts Tax. They tracked me down to Mich. 7+ yrs go by. 5:25 . I never got a bill.
    When I moved back to Oregon, they caught up with me by USPS. Tacked on a penalty.
    I contacted them and after exchange of info, they forgave the penalty
    I did pay the tax bill.
    This is just to say that these entities may be willing to work with someone that has a difficult time paying their bills, but need to be asked for their help.

      I am a nail tudent learning to do nails and this was maybe my 12th set of nails I have ever done. Im so grateful you think they look nice. They were done before our bank was frozen. I would have sold them but there isnt any market for ripped off used nails.     They cannot legally do what they did to you. Get a lawyer, I have been garnished twice in my life and both times I got money that was garnished back after hiring a lawyer.

      we actually didnt get a warning they were gonna freeze our account. We moved out and only part of the bill was ours part was the landlords he didn't change the bill over. We were trying to dispute it. It was an end water bill and we didn't know till much later that it stayed on in our names. By the time this caught up with us we had just got back on our feet at all from being unemployed. We arent even upset that they took the money. We are upset they took 4 weeks and 3 days of our bank accounts being frozen to take it and froze our families accounts. We just think that is too much. We don't think we shouldn't pay it and have to fight our ex landlord in small claims. We understand that. Its the "how" they did it that caused us to have so much money problems. We missed several more paychecks and so many bills from frozen accounts. You can see we had the money they wanted so why not just take it and go. Why take so long?

They did it in a malicious , capricious , harmful, damaging, and unnecessary manner , as well as unlawful since you didn't get proper notifications. There are fine details in cases like this that doom those predators , usually.

    This story is about more than you think. First, I agree that the state and local government debt collection practices are unnessisarily heavy handed and it should be changed. However, this "Low Income" couple can appently afford bottled water deliverly, jewel encrusted fancy nails, stainless steel apliances, fresh roses and nice looking kitchen nic nacks all evident in the video. They apparently left the previos residence which was a rented HOME. Renting homes cost a lot more than renting apartments. Best of all, the dude is wearing a brand new shirt that says "Proud Veteran Homeowner". So they left this rented home to move into their own home and ignored this bill for two years instead of say paying 62.50 a month for two years. When their accounts were finnily frozen they oviosly had the money in the account to pay this lawfuly incurred bill because this bill was finily paid. This seems like a lot of entitlement that undercuts what should be the headline, that governments need to stop trying to get tough with the poor because it just ends up costing everyone more and bring about unsessisary hardship for all. You cant punish away poverty and people in power should stop trying to get blood from a stone.

      Im actually learning to do nails to make a living and I felt they look pretty crappy like an amateur did them. I had lost my job before this happened and was trying to acquire a new skill. I do appreciate you thinking they look good enough to be worth money though. It was a real confidence boost at a low time. Hoepfully soon I will be making money for my fam doing it so I can pay even more of my bills when I get my nail tech license. I cant afford it right now because my bank account just got unfrozen. Also I don't have a problem with them taking the money as you can see I did have the money they wanted I just don't understand why they had to freeze all our funds for 4+ weeks to do so.       my husband was working full time making decent money and I did door dash full time as well. It doesn't matter how much you make if your bank is froze. My problems weren't even them taking what they owed. We had what they wanted on day 1. My problem was they froze all money and banking even beyond what we owed and everything we could make legally for 4 weeks and 3 days. When this was filmed they were telling me 6-8 weeks. No access to any money or banking at all. Even though I had all their money they wanted and then some. If it had been 8 weeks I would be from decent home to homeless and owing a whole bunch of people more than just the water.

We would have come up with it eventually that is true. Thats how we were able to buy a house from paying our bills for a long time on time. It can be easy to judge online but what you are saying isn't accurate. I didn't say take a credit hit. Listen again I said we got this in the mail and I said we would take a credit hit and take care of it as soon as things leveled out as we always do. That is clearly intent to pay it. Not stiff it.

      @@jenniferdewitt7511 Where I live, renters connect and disconnect water service directly with the water company. Maybe its different where you live. Regardless, your beef is with your landlord, not the water company.
      I'm sorry times are tough for everyone. But if you are in the wrong to begin with, I feel the debtor has every right to do what it takes to collect unpaid debts. You should have been communicating with the water company to work something out rather than ignore it. The water company can't read your mind and don't know your intentions on the bill. They have every right to use whatever method legally available to collect their debt. You'd feel the same way if someone owed you money and refused to pay. If what they did was illegal, I'm sure you'll have a good bargaining chip or even legal cause of action to sue them.

    Any access to bank accounts should be outlawed unless a person is convicted of a crime. Without more information about the choices this couple is making, making opinions about this story is totally useless. Its designed to make you mad at the water company. Period. The couples choices and disposition dictate how I would respond. Owing 1100+ dollars on water means you didn’t pay for water for 3-6 months. So this is ongoing problem. Nice try KGW, always trying to stir up peoples anger.

They never intended on paying their debts and they used that water. I was explaining before that we just bought the house and got hit with a lot of unexpected expenses and had no money to fight in small claims court over our landlord using it in our name and not turning it to his name after 14 days as our lease at our last home required. It had nothing to do with long term plans to dodge the bill. I lived there for 4+ years and had only this end water bill owed. I paid all my bills the whole time. This was a complicated situation of buying a home and moving out of renting. My issue isn't even them taking their money its that they froze all of our access to all money beyond what we owed them for 4 weeks and 3 days and when this was filmed they were telling me 6-8 weeks. You try living with zero access to money for 6-8 weeks it wont matter what you had the day before. If my house got foreclosed I would sure owe a lot more than just a water bill.

      my nails arent nice. I am learning to do nails and am a student. If you look at my nails you will see they are very badly done because I had recently started learning to do it to make money.I lost my job and only have a job door dashing right now. Thank you for thinking they look nice though I appreciate it. Hopefully soon I can do it professionally and make money off it.

      also if you look at me you see my clothes are cheap the things in my home are cheap my hair hasn't been cut in a long time you can see its been a long time since my hair was dyed and my roots are more than six inches long. Its clear I don't have very much and I know I don't have the appearance of someone who gets to spend a lot of money on herself. My nails being done looks pretty out of place on the rest of me if we are just being brutally honest here.
