Not exactly. Remember that Cell if from the future and based on the fact the game seems to take place in the middle of Super, the main timeline hasn’t caught up to Trunk’s future yet. Had Trunks and Krillin not killed present Cell he’d still be asleep and developing. This means 21 would have been complete or at least intended to be completed before Cell and thus it’s possible Cell is actually Android 22. As for why there isn’t a future 21 then, well like 16 thanks to time travel she may have just not been woken or maybe destroyed at some unseen time when future 17 and 18 turned on Gero.
