It is TV and entertainment. Writers started it to get ratings. Who wld watch Shows when it is bored with cases after cases or no love at all.
I think that done properly it could work but you have to be careful not to ruin the dynamic of the realationship. The thought of it is probably a large part of the ratings but once Tony and Ziva do get together the anticipation is no longer there. I can see them slowly steering that direction by making all aspects of thier relationship stronger and stronger till maybe the last season and then hooking up as a natural progression. It needs to be kept a side story vs the main story.
Listen to the interview. Pauley says she doesn't want *any* ships between *any* characters. Since they started pushing Tiva, other aspects have been completely neglected and characters have been rewritten to fit the Tiva agenda and it has screwed things up. Not every fan wants "Tiva" and Pauley and the others have a right to their own opinions. There's no reason to be rude to Pauley or anyone else for having a different opinion.

i know we've been waiting too long, but why would Tiva ruin the show? i think a bit of love in every show would make it only better :) and i also think that Tony and Ziva could perfectly balance their personal life with work if they got together... and if the writers dont want to get them together then why are they always keeping them acting like they should? i mean, its a weird tension that needs to be broken. and trust me, Tiva would only make NCIS a better show =)

Maybe it's because they don't want anything to change because if they got together then it would change. I ship Tiva 100% though!
