With all of that dirt in the fill I'm not sure how much better that base is than just filling over the mud.

I don't think there is anything organic in that fill. At worst the fill would be a mix of clay and stone of various sizes and that makes a very good compactable load bearing base. We have and use it in this area. The best base would be stone dust and sand mixed with stone of various sizes. You use what you have and the engineers will adjust the thickness of the base depending on base material. Looks like all stone materials to me.
