Wsalam, taking tutions depends upon the individual child. If someone needs it, then they do take it, but as far as I have observed, there no big culture of separate coaching centers.

Wsalam, yes, you can if you meet the criteria. Your husband can be a resident based on your visa but can not work unless he has his own work visa. Rules are very strict.

Yes, most but not all. Plus, here are Pakistani schools you can apply to. Additionally, now there is a teaching license system in place in Pakistan, too. Akueb has started. Look into it if you want to.
