Phase 1: Attack Sir Nighteye
Phase 2: Get All Might below 50% HP, then beat down Sir Nighteye
Phase 3: Land 5 successful hits on Sir Nighteye (his evasion chance gets lowered through the number of debuffs on him) and you'll be able to target All Might. Get All Might below 25% HP to keep him from using his Plus Ultra Move, then focus on Sir Nighteye
Phase 4: Get All Might close to 0% HP, then attack Sir Nighteye and try to kill both roughly at the same time. Keep an eye out for their healing and switch your focus accordingly.

Happy to be of help! You can reliably force a 3 turn phase 1 if you manually target Nigheye with the skills but focus on All Might for the regular hits.
