Looks to be Fort Hood, Texas. Our son-in-law was the C.O. of an AH-64 Aviation Support Company of the 1st CAV. He and his troops deployed to Taji, Iraq shortly after he took over the company.
There are two ways to get into the 191st Army Reserve Band as a piper. First you must audition on pipes, then if you are already in the Army you can transfer in. If you are not in the Army then you will have to audition on a different instrument or join with a different job and then transfer in.

The 191st Army Reserve Band is based out of Dublin, CA. Contact your local Army Recruiter to find the nearest Army Reserve band by you or if you are planning to join the National Guard Band or one of the many US Army Active Duty Bands.
Hope they have survived cut backs in Army Bands. I served with the 433rd & 36th Army Bands, and the 4th ID HHC & BAND in Vietnam, 1968-1971.

The bagpipers are playing "Wha Saw the 42nd", a tune strongly associated with the Black Watch, 3rd Battalion, Royal Regiment of Scotland (3SCOTS).
