Why the Comal River is flowing slower than normal

The river is flowing at below average speed.

So....Why? Just the rain? I think not. The Comal is spring fed and that aquifer is recharged by rain yes, but I think you failed to mention the MASSIVE amounts of new water wells and population draining the aquifer faster than it can recharge. Horrible reporting.
