it's lots of things! plants, road markings, street signs, architecture, dirt colour, google car meta (what car is being driven, what camera quality it is) etc. you develop pattern recognition for a lot of them all the time especially if you study them

This is obvious. Icelandic road and the grey landscape with icy hill is iconic. The road only go around the island so when the hill is at the south it means it is a road on the north. There are buildings so it is one of the northern towns. The rest is just aligning the road to the compass on the screenshot.

Eventually, you play enough you see nearly every piece of the puzzle, every potential option out of a narrow band, set boundaries where your memory is strong and let it fly, the rest is stagecraft. Im only impressed that he enjoys the game as much as he does. Good for him in that.
I wonder if he would fail for seeing the same streets in different weather conditions (winter or a thunderstorm or if it were pedestrian zones in cities instead of streets.
Also he probably knows certain parts of the earth: only these big roads were screened and they have a more typical look while roads in villages can differ from village to village (how they are maintained and who created them)
Google streetview is not everywhere. Quite a lot of countries have no coverage, so you can eliminate those. Then there's stuff with the cameras, little details that appear only in certain countries. This meta-knowledge helps a lot. Beyond that you can tell quite a lot by the way the road, telephone poles and other miscellaneous stuff looks.
