Nah. Maybe the military wanted to find survivors thinking the virus outbreak isn't over yet. They wanted the survivors cuz the military has to bring subby, Steve and ace to their base. Along with the Resistance from the underground city but they need 6 (Or 7) helicopters to transport survivors like those.
The military hasn't spotted the mega zombie horde but they still wanna complete the mission. Their orders were from general Alex herself. She gave the military pilots order before the virus died. But the helicopter was unable to fly cuz of it's damaged engine and rotors back in a war. Since the virus was gone. The military didn't make it to kill the zombies. Their helicopter was too slow tbh. They already found the camp. Maybe we will figure it out on season 2 of this series?
