When Tubbo and Dapper met, I couldn't stop thinking that Dapper was equipped hand-to-hand and Tubbo wasn't equipped at all. It's like watching a muscle guy and a skinny guy meet, only the muscle guy is short in height.

This is actually Ranboo screaming. The sound was added during a 2021 subathon during which Ranboo had full control of Tubbo’s stream overlays and decided to add this. Tubboat never removed it and he seemingly forgot where it came from.

Phil just adopted her till Wil gets back from touring, but right now, yes, they both do have custody
It just means that Phil is officially Tallulah's dad until Will gets back. But tbh even after Will gets back, I can see Tallulah just saying she's got 2 dads. Cant imagine Phil being anything other than her dad at this point.
