Probably. As mischievous as she is, Rouge is loyal to Shadow and has said she'd pick him over the world. I think the biggest issue would be getting past Shadows' angst.
Theoretically, yes, but in practice, it wouldn't work. Rouge is the closest thing Shadow has to a friend; but despite her doing her best efforts, _she doesn't know thing-one about him._ In a lot of ways, their partnerships in the past have been out of convenience more than anything. And worse, with Shadow's identity-crisis being a huge part of his character, that's most likely going to be too difficult for Rouge to handle. Even after Shadow putting his past behind him and working toward a new future, Shadow ultimately doesn't know what to do with himself. It's why he works with GUN in Sonic 06 - Combat is literally all he knows how to do ever since Rouge woke-him-up back in Eggman's lab. Shadow doesn't give himself down-time cause he doesn't know how to live just for the sake of living. The simple truth is, Rouge will be unable to give Shadow what he needs.

Shadow acting like a shy teenager with a crush is funny and kinda adorable in a weird way. i know he's chronologically over 50, but biologically, he's like Sonic's age. i wouldn't mind if they leaned into that a bit more
