Yea, someday Ninja Kiwi had a Mistake sometimes even restricted all paragons then also put number of max paragons.

There’s no paragon, All of them is restricted because all is sometimes 5-5-4 or 5-4-4 or 4-4-4 Or even 4 somewhere all towers.
