The low side clutch pack is for engine braking only. With no hydraulic pressure at all the low side will work if the main clutch is good. It is a one way clutch (sprag). If the pressures are good on the low side then the TA is likely good and the main clutch is shot. Depending on hours you are better off to just replace the TA as well. You have gone to all the work of splitting it.
The most common TA failure is the sprag or mechanical diode depending on how old or who rebuild the TA last. A pressure drop on the gages when shifting the TA would indicate a leak in that clutch or circuit. I have seen the TA clutches fail and pistons crack cause a leak.
Low side is mechanical. If the TA was holding in low begore and now slips on both sides it's the engine clutch. If TA slips on low TA is bad. If TA slips on high it's most likely hydraulic. Usually linkage adjustment. Very unusual for TA to go out on high side unless you run it a long time slipping.
I have unfortunately have had to much experience with our IH3788 2+2 and its TA. Your pressures are good. Unfortunately your TA still could be slipping. Typically they will slip when you have it in TA mode (Lever back). I have seen a TA slip in Direct also, but not usually both at the same time. The hi side clutches on the ta went out on are 1456 a few years ago. We found shaving in the hydraulic filter.

I dont believe that the ta clutches would effect the pressure but I maybe wrong.
