Pretty hard to avoid the heat needed to break the bond. I'm assuming he has the skill to repair with new pads and solder mask

No need to cut the ic legs and plus paste for second time.. Enough once.. And dont need tissue to erase remain paste.. You can take the rest paste using paste spoon.. If you make it like that... The ic got many times to hot condition and chances to broke the ic increase..
