He seems like a nice addition to global since he matched up really well against most MM. With his built-in lifesteal and 1-2 combo, short-ranged ones like Hou Yi, Di Rendjie, and Erin wouldn't be able to duel him easily. Meanwhile, longer ranged MM like Shouyue and Garo are going to be disrupted by his ult and Skill 2's ricochet.
Having said that, i really doubt Meng Ya could do well against the S-tier, Arli and Loong. With Arli's mobility, it'll be pretty hard hitting all of his skills since they're all skillshot. Meanwhile, Loong's burst are even higher than him so Meng Ya won't really win any dmg trade unless he's way ahead in networth

He's much stronger at mid-late game, mainly because of crit chance from items that will significantly improve his dmg. His early game is still decent thanks to his base skills, though you have to decide whether to use them for harass or for last hitting
