    quick question wouldn't you round down from 17552.6 considering its a population and you cant have .6 of a person?

      A very common misconception. It is true that you need to round because you can't have decimal people, but just round normally, not necessarily down. This is because birth times of humans is a continuous variable, ie. they pop into existence continuously throughout the year.
      The "need to round down" idea comes from compound interest, because the payments into/out of your bank account come at discrete times, so if you get a decimal period, you need to think hard about whether to round up or down.
