They got extra vills, it make them smoother at fishbooming and give them one tc FIMP build into CKN and trebs when everyone else are still in castle. Vikings and Japanese are probably the closest one that could do this but other civs are not gonna be able to do it unless they got like 6 extra boars.
@@Indiedude no, I mean those vills can work on anything to help getting to imp, it can be extra vills to wood, extra vills to berry, extra vills to build, though it never for actual fishing, leave that to the fishing ships.

Other civs are better post imp. Chinese's best aspect is the cheap techs, and early eco, meaning you're the first to fully upgrade most of the time. You can then tech switch to counter easier. The problem is...a lot of civs have some "special unit" that is just insanely good. Frank's paladins, Britons archers, mongols cav archers, etc. Chinese don't have a unit like that. They just have a lot of "good" units and a powerful eco.

It's more that Chinese needs to do this. Other poor post Imp would benefit from this e.g Mayans, Vikings and gunpowder civs also is good at this
