Hm maybe level 1 hoard is better than I thought
I usually go for level 3 before buying anything else but honestly it seems to work pretty good at level 1

Not rushing to level 3 definitely reduces the value by a ton. A good player makes any items work but rushing to to level 3 before buying anything almost guarantees you can get whatever items you want

After playing for a bit I think it's actually better to just buy level 1. It works pretty well.
You'll max out your other items sooner than if you purchased level 3 hoard first.
