Probably Roxie,her main power is Mind Control so it's easier for her to control Davis. Davis has a little bit of Mind Control, but his main power is Telekinesis which can control objects and the way they move. So yeah- But if Davis is fast enough he can destroy her before Roxie can manipulate him.
