Hi, I’m a tourist, I travel around the world and I will be snorkeling around reefs near Kokomo island, I understand it is private island, but the beach is public BY LAW IN ENTIRE FIJI, isn’t it ?? It is my dream to snorkel around Kokomo, Does anyone know if it is okay to rest//taking break from snorkeling, to rest on the sand of Kokomo’s without passing the property line of that private property?

You obviously haven't been to Brando's Privat Island in French Polynesia! That is really the most unique and best place on earth!
