Mark is the only reason the Joker will be cheered in a Disney event
I like that the Joker got the most cheers. You can't take away the Joker from Mark Hamill. That's like taking away Luke Skywalker from Mark Hamill.
Mark Hamill is the only one who can rack up cheers and applause for the Joker in a freaking Disney Legends event

is it right to use non disney footage without permission?
No. Since this is an event that Disney charges the public to attend, they would need to secure these rights. Not sure about rights for transmission on UA-cam (the internet). If you allow people to photograph the event, you may have to secure rights for internet play.
If the Legends Awards was invitation only and not broadcasted, then they would not need to secure any rights.
