Landlord Incentive Program

After years of experiencing homelessness, Vietnam veteran Janie Burns, 73, now has a safe place to live in, which she shares with her three daughters and three granddaughters in Palmdale. Administered by the LA County Development Authority (LACDA), the Measure H-funded Homeless Incentive Program (HIP) enables landlords to rent to people experiencing homelessness.
