Interesting, an aqua mower! I would check the spark plug before pulling it back apart. The condition of and how the mower was being used ( noe filter and cover) could be nasty plug. Then pull the carb back off really clean the jet assembly or replace it. I would try a cycle or two thru my ultrasonic cleaner. And possibly check and adjust the valves. Or as you answered that it needed a new carb. If I am not really busy, I will try to resolve the issue before I had to replace the carb. I might learn something new that caused the problem. With what you found on the mower, running with no filter, the crankcase tube not attached, it is definitely full of crud. Thanks Tom for sharing another of your famous carb cleaning videos!
I would check the valves. I have seen a lot of mowers with this engine that needed valve adjustments. I recently got a red Murray like this one out of the trash with that issue. I adjusted the valves, and it is running great now.
It is hard to imagine how much water alcohol can pull out of damp air. I just drained the tank and carb of my pressure washer, even though I always use gasoline which contains no ethanol. Chevron still sells it in Louisiana. It costs more, but I have a 16 year old lawn tractor which has never been touched except for oil and filter changes. Those rotary pressure washer attachments really work for getting mildew off of concrete driveways.
