I've been in towns where people smoke openly on the street, it's VERY easy to avoid them.
It's also not cool in children's playgrounds, so if you see that, go ahead and report it, they should know better, or are likely under-age and just punk kids doing punk kid things.
....and somehow the Chinese and Mexican Cartels never get busted or bothered.
